Notice Regarding Federal Tort Claims Act (FTCA) Coverage
The U.S. Department of Health and Human Services, through the Health Resources and Services Administration (HRSA), has deemed One Community Health — including its officers, governing board members, employees, and certain qualified contractors — to be employees of the Public Health Service for purposes of medical malpractice (professional) liability coverage under the Federal Tort Claims Act (FTCA).
This coverage applies to claims arising from the performance of medical, surgical, dental, or related functions carried out within the scope of an individual’s deemed employment or approved duties. It does not extend to acts outside that scope.
Nonprofit and Federally Qualified Health Center Status
One Community Health is a California nonprofit public benefit corporation, exempt from federal income tax under Section 501(c)(3) of the Internal Revenue Code, and is governed by an independent, community-based board of directors providing quality care in Sacramento. As a Federally Qualified Health Center (FQHC), One Community Health is a Health Center Program grantee under 42 U.S.C. § 254b.
