Rob Colon-Torres – Chief Compliance Officer

Rob specializes in health law with expertise in Stark Law, the False Claims Act, and healthcare regulatory compliance. He has spent the majority of his compliance career working for Federally Qualified Health Centers (FQHCs) in California. His experience includes:

  • Designing and implementing comprehensive compliance, quality, and training programs to meet federal, state, and internal regulations
  • Creating and evaluating 340B and Vaccines for Children (VFC) programs specifically for Federally Qualified Health Centers (FQHCs)
  • Specialized knowledge of Title 17 and Title 22 regulations, with particular focus on the Lanterman Act protecting the rights of individuals with intellectual disabilities

Throughout his career, Rob has ensured healthcare organizations maintain regulatory compliance while delivering quality care. Prior to his career in healthcare-related compliance, Rob was a first responder in Oakland, California, for ten years before attending Portland State University for his undergraduate degree. Rob graduated from Loyola University Chicago School of Law, where he concentrated in Health Law and Compliance.
